I think that the nurse is praising him because she approves the idea that juliet wants to marry him. Also she is saying good things about him like "Your love says, like an honest gentleman, and a courteous, and a kind, and a handsome, and, I warrant, a virtuous".
I think that the nurse is both praisin and saying his faults because fist she says how juliet doesnt know how to choose a man and then she tells her how romeo is as soft as a lamb.
I think that the nurse is praising Romeo because she told Juliet that she know how to choose a very handsome and gentle man. Also he told her that she will help her by putting a ladder so Romeo can climb at night to her room after they get married.

She says that he is very good looking that he has a great body, and that he is very gentle, but she considers him to not be very courteous. She even tells Juliet, "You don't know how to pick a man!" Thus, she is both praising and finding faults in Romeo.
